A pair of anonymous guilds will preside over and serve as the check and balance of the Council. These parties have significant powers in certain situations.

House of the Lunar Serpent Semiramis

Can veto decisions of the Council on the basis of Ethics, Morality and Justice may call for all members of the network to participate in a vote. This house will also enforce any punitive decisions of the Council.

House of the Solar Dragon Gilgamesh

Can veto decisions of the Council on the basis of Law and Order may call for all members of the network to participate in a vote. This house will also enforce any punitive decisions of the Council.
